Approach of Clusterkraft is inspired from UNIDO’s Cluster Development methodology. In order to implement programme following steps are taken:
• Initiate trust building with all the stakeholders.
• Detailed diagnostic study to identify the common felt needs/ gaps in the cluster.
• Development of a vision based action plan through participatory approach.
• Its implementation involving all the stakeholders.
• Capacity building of the industry associations in the clusters as it is a key element of the strategy in order to ensure ownership and sustainability of the initiatives
• Introduction of business development services providers in the clusters
• Foster inter- institutional linkages in the clusters in order to build a common vision and ensure synergy for development of clusters.
• Self- Help Groups (Networks) can be formed so that local producers can collectively find solutions to their common problems.
• Picking up the best practices, steering new models of public-private partnership, provides a decentralized framework for effective interventions in the clusters, focus on sustainability right from the beginning and building mechanisms for mutual learning.
• Enhancing product quality in groups of pioneer units- that would work towards further dissemination of the skills.
• Improving the cluster’s technological and managerial capabilities.
