The introduction of the Small and Medium Enterprises (Development) Act, 2005 is a significant watershed in the history of MSME development in India. It has not only triggered a change in the mindset of small and medium entrepreneurs, but a new thrust in up-scaling the size and technological upgradation is now possible in a substantial manner with the help of various government schemes. Both the National Manufacturing Competitiveness Council (NMCC) and the Ministry Of MSME have a large number of government support schemes for such Revamping and Upscaling endeavours. Such schemes, for example include promotion of ICT, mini tool rooms, design clinics and marketing support for SMEs. It is expected that implementation should be within the Public Private Partnership model.
